Go to CMS - Website Management - Static Pages - Add page: -

1) Give page name

2) Page URL as downloaded file name (as shown in the below attached image)

3) use Template as common/rawStatic (as shown in the below attached image)

4) page type should be Raw Content (as shown in the below attached image)

5) Page content should be downloaded file data (as shown in the below attached image)
